Looks like there will be some sort of PEAR developer meeting at LinuxTag on 8th of June: Stig Bakken, Rasmus Lerdorf and Sebastian Bergmann have already announced that they will be there and I think that I'll also drive to Karlsruhe on Saturday to join them.
Right now I'm playing around a bit with the relaunch of this site and I've started to write some code for the PEAR bug reporting system, so that a rough preview will hopefully available until LinuxTag.
